A research and advisory institution built at the nexus of evidence, strategy, and impact.
CIL helps governments, development partners, and communities decipher data into practical solutions that foster sustainable change across health, education, and social systems.
Translating evidence into locally acceptable solutions.
Founded in 2024 and formally registered in Nigeria in 2026, Culmen Impact Lab (CIL) translates evidence into locally acceptable solutions that improve health, education, and social systems. We promote long-term, evidence-informed strategies for community outcomes and policy implementation, across Nigeria, Africa, and beyond, through applied research and strategic partnerships with governments and development partners.
We are a hybrid consulting and social-innovation institution: part research practice, part strategic advisory, part implementation partner. Our work is designed to bridge the gap between data, policy, and delivery.

Where we're headed
Leading advisory institution
Become a leading evidence-to-policy and systems advisory institution in Nigeria.
Continental reach
Expand our work and partnerships across Africa.
Data-to-decision ecosystems
Build institutionalised systems that connect data directly to decisions.
Government-led evidence
Enable governments to drive their own development using their own evidence.
What "Culmen" stands for
Our name comes from the Latin culmen, meaning summit or peak: the point a body of evidence reaches once it has been properly gathered, checked, and interpreted. Three ideas anchor how we work:
Excellence & Leadership
From culmen, the summit: the standard we hold our work to.
Impact & Social Good
Evidence that leads to meaningful, measurable change.
Innovation & Analytics
A hub for research, experimentation, and solution design.
Building with intention, for the long term.
CIL is in its formal establishment phase, with active work across four fronts: organisational structuring and governance development, strategic partnership building, a growing pipeline of research and technical-assistance proposals, and the build-out of our applied research and data-systems capability.
